Project summary

This project is about the future of urban Tanzania. It will investigate the dynamics of the land management system, urban governance and leadership in order to find out how an improved relationship of these variables can contribute to the present and future development of urban areas in Tanzania. The main project objectives are to: 1. Find out why and to what extent the interlink ages between the dynamics of the land management system, urban governance and leadership are failing to meet the present needs of urban Tanzania. 2. Develop mechanisms/ways to mitigate the challenges faced by the land management system, urban governance and leadership to meet the needs of the present and future urban Tanzania. The proposed project will have the following major activities: 1. Developing the research proposal through a workshop attended by all participants. 2. Training on methodological issues to people involved in the research project and conducting a pilot study. 3. Fieldwork in Dar es Salaam and six fast growing and emerging towns. 4. Data processing and analysis. 5. Feedback seminars to respondents and policy makers. 6. Training of various stakeholders from sectors of land management system, urban governance and leadership. 7. Dissemination of findings and project windup. The study will contribute to improved urban management in present and future urban Tanzania.

Outputs

Project Completion Report - Summary:

 The results indicated that (a) Experts for managing land are not enough in Dar es Salaam and towns of Tanzania(b) Master Plans in Dar es Salaam and many towns are not participatory and outdated causing problems such as  poor coordination of activities undertaken  in the city and towns (c) Tanzania does not have land value map (d) Building societies and real estate developers are not well developed (e) Surveying sector is limited with personnel and equipments (f) There is political interference on the enforcement of  urban laws, regulations and rules (g) Land governance is yet to be prioritized in the national policies.(h) Leadership at the grassroots level  for effective policy implementation is not strong. (i)Plans  for land use in small towns including Chalinze  are so limited  that  they are unable to reduce problems such as  poverty and subsistence agriculture in the towns.; (j) The supply of  surveyed plots in Tanzania fails to match with the demand. The  situation has a number of negative outcomes. Among them include rampant   land conflicts between farmers and livestock keepers and  development of  unplanned  settlements.
The achieved  objectives of the project are: Two masters students completed their  studies under sponsorship of the project; 80 Masters students received  research skills; 7 organized workshops were participated by  decision and policy makers. 17 articles were submitted for publication in variousinternational and national journals.
